About the Opportunity

BC 1 Call is looking for a full-time Director, Strategic Operations and Innovation based in the Lower Mainland or Vancouver Island, BC (remote with travel across British Columbia).

Reporting directly to the President, this newly created leadership role will serve as a strategic second-in-command focused on operational strategy, technology planning, stakeholder collaboration, and long-term organizational growth. This role will play a critical part in evaluating future technology platforms and partnerships, strengthening cross-sector collaboration, and helping shape innovative solutions that improve underground infrastructure coordination across the province.

More specifically, your responsibilities include but are not limited to:

  • Supporting long-term organizational planning, operations, and operational growth
  • Evaluating technology platforms, software licensing arrangements, and future system strategies
  • Collaborating with municipalities, utilities, infrastructure owners, and industry stakeholders to identify operational improvements and strategic opportunities
  • Leading and supporting cross-functional initiatives focused on underground infrastructure coordination 
  • Helping identify and implement innovative solutions that improve collaboration, efficiency, and information sharing across the sector
  • Building and maintaining strong relationships with municipalities, utilities, government organizations, and external partners
  • Providing operational leadership and strategic guidance within a small and evolving team environment
  • Supporting budgeting, financial planning, forecasting, and operational decision-making, reporting directly to the President
  • Overseeing operational processes and supporting continuous improvement initiatives across the organization
  • Navigating complex stakeholder environments and balancing competing priorities with diplomacy and professionalism
  • Supporting the evaluation and integration of new partnerships, technologies, and collaborative opportunities
  • Representing the organization in meetings, industry discussions, and strategic conversations with senior stakeholders

About You

To qualify, you will need post-secondary education in business, operations, engineering, technology, public administration, urban planning, or a related field. A minimum of 7 years of progressive, strategic leadership experience in infrastructure, utilities, municipal operations, public works, operational strategy, or a related environment will also be essential.

Additionally, the following skills and background will be highly valued:

  • Experience working across municipalities, utilities, government organizations, or infrastructure-related sectors
  • Experience with GIS, mapping, data analysis and management, operational systems, technology platforms, software evaluation, or digital transformation initiatives
  • Experience leading cross-functional initiatives involving multiple stakeholders and competing priorities
  • Familiarity with infrastructure coordination, asset management, public works, or urban planning environments
  • Financial planning, budgeting, or operational forecasting experience within a leadership capacity
  • Experience working within smaller organizations or evolving environments where adaptability and initiative are essential
